is a critical component of

a structured approach to
defining measures which has
4 distinct levels.
- Level 1: Business
Performance Outcomes (e.g.
financial performance metrices)
- Level 2: Process Measures
which capture the effectiveness
of the change from customer,
efficiency and organisational
health perspectives
- Level
3: Change Measures
which ensure that the
changes
made are sticking (e.g.
that a new system is
being
used to its full capabilities)
- Level
4: Activity Measures
that ensure that the
change plan is on track.
